The Governance Audit applies the same systems method as the observatory, turned inward. It maps feedback loops, decision routes, delays, rules, and intervention depth across Te Pā's own governance system, using Donella Meadows' twelve leverage points. Every node, loop, and comparison axis cites a public evidence source, following the same provenance rule as the observatory's indicators. Read the findings at the bottom of the page or in the audit report.
